Reoccuring red bump on neck (exact same spot)

I get this red bump on my neck in the exact same spot about 2 times a year in the warmer months (Michigan).  It always itches like crazy and is always the same size, and in the same spot.  I'll notice a slight itch and start to scratch and with hours this bump pops up.

Last year it got pretty bad (I scratched a lot--couldn't help it) and I went to urgent care and they gave me a steroid and it pretty much cleared up within a few days--but they had no idea what it could be.

I'm using cortizone-10 plus currently, which seems to help with the itching.

What could this be?
