Red bumps on daughter that won't go away.

My daughter is 7.  Last year we went camping for a week and she got pretty bitten up on her arms.  The rash has stayed every since our return, it comes and goes but takes a long time to heal.  She was treated for scabies (although they were pretty sure she didn't have them).  She now has a rash on her arms, and legs and face, sometimes her ears.  We have had the house checked for bed bugs, but came up with nothing.  No one in the house has been affected but her.  We have seen a dermatologist and he said he believes she has chronic urticaria, but we aren't sure why and I'm not convinced, the rash seems to be getting worse and she is constantly itchy.  It looks like bites or hives on her arms and small pimple like bumps (more clustered together) on her face.  We have been given antihistamines and topical steriod cream that doesn't help at all. No other symptoms.  Her rash doesn't seem to be better or worse during any time of the day. I'm not sure what is going on with her.  Any help would be appreciated.

Papular urticaria is the condition and she will get it over soon. Long shirts and pajamas are a must here.ok?
