Cysts and benign skin growths of penis are not contagious and not sexually transmitted. They are not related to HIV as well. Generally for them, no treatment is required but they become painful then it means they are infected or they become cosmetically worse, Then surgical excision by traditional wide excision, minimal excision, and punch biopsy excision may be required.

It looks like a cyst or benign skin growth of penis. At 20 years of age, carcinoma penis is not there. Treatment of such a cyst includes small surgical opening into the skin and removing the sac (excision biopsy). But recurrence is quite common. I suggest you to get the diagnosis confirmed from a dermatologist after examination.

Well what you are describing is a lesion on the penis which could very well be carcinoma penis in initial stage. Please get yourself evaluated by a general surgeon or a urologist and you will need surgery for the same it is better you take treatment as early as possible so as to avoid complications later. It is usually painless but there is a chance that it can lead to ulceration and bleeding later on. Take care.
