Small raised ridge with white clear white center on head of penis

Directly on the head of my penis, the top portion, less than half an inch behind the opening. There is a small bump with a raised ridge, it has a shiny translucent white center. Im very concerned as I've been tested for STD's and everytime i come up clean. Ive had unprotected sex with multiple women in the past, but years ago. I have been sexually active with my current girlfriend for a year now. She has no infections what so ever. This is very concerning, any help would be greatly appreciated.

Unfortunately with no health insurance, seeing a specialist such as a dermatologist is out of the question. I dont know how else to describe this, its skin colored and raised very slightly, it looks like no genital wart or regular wart i have ever seen. The slight raised ridge surrounding the center isnt red or inflamed, it doesnt itch or hurt. The center almost looks like a pimple head when it is ready to be popped, however instead of being full looking like a pimple head it looks flat and sunken in slightly. It showed up over night, and ive never ever had anything like this before. I was tested for STD's including a full blood test for HIV Hepatitis and Syphilis in November of 2010 and have not been with anyone other than my current partner since.  There is only one, not multiple, so im not concerned with herpes as they rarely show up in single shots, usually groups. It does not have a cauliflower or wart texture, it is very smooth, so warts does not concern me. It also does not look like a pearly penile papule. I was the spot constantly with dove hypo allergenic soup that is very mild, and will try the neosporin. Thank you for your help, i guess ill try and see if i can afford health insurance soon and go see someone.

Without examination, confirmation of a diagnosis is tough but it can be contact dermatitis, folliculitis, cysts ,molluscum contagiosum(multiple, small, dome-shaped papules, often with a central depression or plug) or genital warts(caused by HPV infection).

Apply warm compresses, Neosporin ointment and calamine lotion and avoid messing with it. You  can take anti-inflammatory pain killers like ibuprofen or acetaminophen. If the lumps persist then it will be best to get it evaluated from a dermatologist.

It is very difficult to precisely confirm a diagnosis without examination and investigations and the answer is based on the medical information provided.
