Tiny bumps on one side of upper lip

My wife has had tiny bumps on the left side of her upper lip for about 3 days now. She doesn't know where it came from and told me that she might have put some sunblock on her lips by mistake because she didn't think to was her hands after using it. The first day she noticed it was during a shower as she cleaned her face she felt some pain comming from her lips after looking in the mirror she noticed the bumps and said she could feel a little pain from her lip and that it itched. It is now 2 days later and the pain only comes when she touches it and it doesn't itch anymore but now it seems to be spreading to the lower left side of her lip. the bumps are very small unnoticeable unless you know to look in the right area the area does seem darker then usual. The area seems to be dry and she says when she scrapes the area gently with her nails pieces of flakes or something seem to come off. In the morning I sometimes notices little dots that come off when u wipe them.  Do you have any idea what this might be and if we should apply some form of medication to it.
