Tiny clear bumps that hurt

I get these teeny tiny little clear bumps on my fingers and sometimes I get one on my lip. They are hard to see and I don't know they are there until I touch it. On the fingers they are usually near the tips and on my lip it's near the inside on the bottom lip. They go away in just a few days, no more than a week. But, they are really annoying and I haven't got a clue as to what it is.
Sometimes after the ones on my had go away I get tiny dry blisters that just open to look raggedy. Nothing oozing or gross just the remnants of a blister. My mother things stress has something to do with it, but I really couldn't say.
Any one have any ideas?

From the symptoms the small blisters on hands can be due to contact dermatitis or exfoliative keratolysis. The ones on the lips can be due to contact dermatitis but if they sacb then cold sores need to be ruled out.

The first sign in exfoliative keratolysis is one or more superficial air-filled blisters on the fingers or palms. The blisters burst to leave tender, circular areas. The symptoms are aggravated by exposure to irritants including water, soap, detergents and solvents. Treatment includes protection from irritants, emollients hand creams and phototherapy in severe cases.
During the day, hydrate and protect hands with a protective and moisturizing cream. At night, repair them with creams formulated from glycolic acid—a must for improving skin texture and tone. For a more intensive nighttime treatment, apply cream and then cover hands with gloves or socks. Your body heat helps the cream sink deeper into the skin. I would also suggest you to avoid washing hands with soap repeatedly and use gloves while doing any household work.
If the symptoms persist then please get an evaluation done from a dermatologist.

Thank you for your input. I don't get scabs or cold sores so that's not a problem. And there is no tenderness after a blister bursts. I do wash my hands a lot. They start to feel grimy and I have to was them and my face several times a day. My face I just splash with water and my hands I need soap or some kind of cleaner. I have tried to use lotions but, I end up with that same grimy feeling and wash it off. May be a mild OCD thing going there, I'm very very particular about it.
The clear bumps on my lip just disappear after a day or two but the ones on my fingers last a little longer. Sometimes I get that ragged burst blister look even if I didn't notice a bump.
Well, I will try to do what I can with what you said.
I hope I can get to actually see a Dermatologist someday soon. I'm trying to find bar soap in my area with colloidal oatmeal like Aveeno in it for my hands but they don't carry it around here. Weird. Works great on the rest of my body figure would be good for my hands too being a frequent washer.
