Tiny red blood like dots under skin

When I started Atkins I noticed little red blood dots under the skin.  They are all over my stomach and chest.  They don't itch, bleed or bother me besides there appearance.  They aren't raised they look like pin pricks under the skin.  I've been told several things about what they are but still uncertain.  One doctor told me it was from a lack of vitamin k and another gave them a name (can't remember exactly what it was but possibly peticae) and told me they would never go away and they haven't.  They did seem to get a little better (more dried out - less color) when I went off Atkins but now I'm left with these dots.  I'm wondering what I can do to remove them.  Also, I had some sunspots removed (cryo) and the physician assistant performed the proceedure and left me with scars because she went too deep.  Any way to help with the scars?  Laser?  Please help.
