Swolen Corona when penis is erect

Hello. I'm genuinly concerned with a problem I have with the head of my penis.  I am circumcised and the Corona or the area I believe are called the Glans are red and swolen though this is only visible when the penis is erect.  I went to a doctor with this problem and he argued that this is normal but it is far from normal.  He wouldn't help me.

I've now had this problem for over a year and it remains a permenant infection, the doctor argues otherwise.  I had a swab test done when there was some white creamy buildup around the corona and under the lip.  That ***** substance has long dissapeared now but the infection (swelling and redness, almost purpe) remains and can be seen only when erect and only mildly when not erect.  The skin is a little elephantitisy below the corona and glans and doesn't seem to improve at all.  The skin around the glans or corona area looks puffy and shiny (only when erect).

I can't waste any more money with this doctor so I obtained the Pathology report from the Pathology Lab myself.  This is what it says.

No Polymorphs
Moderate nos of emithelial cells.  Large numbers of Gram positive cocco-bacilli.  Small numbers of Gram positive cocci.  Small numbers of Gram negative bacilli.

Under  Culture it says:

Heavy growth of the Skin flora including califorms.

Comment: May represent colonising flora.

I don't know what any of this means but the doctor clearly seems intent on not helping me with this.  I also tried anthi thrush medication but that didn't work at all.  I thought it may have been a yeast infection.

This is now effecting my life but I'm afraid that another doctor won't help me.  I can only spend so much money on this and I don't have much.

Is there anything you could suggest.  It has remained rather localised for a very long time.  Masturbation agrivates it a little and I'm not sure it's Balantis as as it doesn't respond to any kind of douch such as salt bathing.  I've tried every type of fungal cream on the market that I can get without a prescription.  The doctor wouldn't let me have antibiotics.  I've well into my thirties and well presented so I'm not sure what the doctor was thinking.

Any suggesions would be well and truly appreciated.

Hello,and thank you for coming back.
If the pathology test didn't show up Chlamydia and I have had no sexual conact in 10 years then how would I have got this.  I'm just wondering why you've mentioned Chlamydia?

From the post,the coccobacilli are usually found normally on the penis. But Chlamydia trachomatis is another coccobacilli which may present with these symptoms. Many men may be harboring the Chlamydia infection and may not be knowing about it. So I would suggest you to consult a urologist and get evaluated for Chlamydia infection.

It is very difficult to precisely confirm a diagnosis without examination and investigations and the answer is based on the medical information provided. I forgot to add.  It isn't sexually transmitted as I havent' been with anyone in over 10 years.
