Weird belly button rash?

Well, I've had this Belly Button "Redness" problem for a while.  I've tried cupping water to my belly button for like 30+ minutes and that doesnt seem to help the redness go away.  I've also tried moisturizer but that doesn't seem to help either.  

Here are some pictures, and hopefully somebody can tell me what they think is wrong and what I can do to make this go away.

This is 9 years old; but did this supposed Doctor not suggest it is a Yeast infection?

Hello,
Since you have described the symptoms, so the possibility of eczema is also there. Wash the areas several times with fresh water. Do not use any cosmetic products at the sites. You can apply some calamine lotion at the rash as it will help in soothing the skin. You can take some OTC oral antihistamine medications like Benadryl or Claritin and see if it helps.

For mild-moderate eczema a weak steroid may be used , whilst more severe cases require a higher-potency steroid . Use good quality moisturizers to prevent moisture loss from the skin.

If still the symptoms do not improve then please get a clinical examination done by a dermatologist. It is very difficult to precisely confirm a diagnosis without examination and investigations and the answer is based on the medical information provided. It's just red, and sometimes it's flakey and feels like a cut.  It was fine 2 months ago and now that it's Winter Time again it feels like it came back.  

Isn't this common?  I would think this has happened to more than just me...

I don't have the money for a dermatologist and really need to figure out what I have through somebody online.

It is itchy sometimes so I doubt it's a fungal infection because those have to be ruled out then right?

If it's red/itchy/flakey skin/ feels like a CUT sometimes than I just wonder what it is. . .  there's got to be some way to define what I have through pictures, and a description...!

Hello,
Lamisil and hydrocortisone should not be used without a dermatologist’s prescription and if supposing it is a fungal infection, then using steroid creams would worsen the symptoms. Hence it is important to confirm the diagnosis first.

Hello Bhupinder Kaur, MD.............

Well I went to the doctor for this last year when I had it and he gave me "triamcinolone topical" cream and it honestly doesn't work that well.  

I was thinking about trying lamisil cream today.  ..and if that doesn't work, I'm going to try hydrocortisone.

What do you think?

The various possibilities for such redness on the umbilical area are contact dermatitis, eczema or psoriasis. If there is any foul smelling discharge or itching then fungal infections has to be ruled out. I would suggest a dermatologist’s evaluation as treatment is diagnosis specific.
