Irritation or rash on the head of my penis

A few days ago a rash form on the rim of the head of my penis. There is also some inflammation at the urethra opening. The rash appears to be scaly. I don't believe it is a STD because I've shown no other signs of one.

It's always best to see a doctor to really tell you what the rash is.  Hope you are feeling better soon.

Also, the rash is elevated or puffy. There are no visable bumps
