White Raised Bumps on Scrotum

I have 3 small white raised bumps on my scrotum.  They are in the shape of sphere not a circle.  They are not hard like cysts, they don't cause pain, they don't spread, and they do not itch.  I've had them for about 8 years now.

I've scraped the top layer off the bumps before and its just red underneath.  There's no puss or anything else inside.  Scraping the top layer off is literally the same as if you were to scrape your arm on concrete.  I tried to remove them myself, but the white layer always grows back.

Does anyone know what are they?  and is it possible to remove them?

These bumps can be due to cysts, lipomas , genital warts or some benign growth of the scrotum. Warts are tumours or growths of the skin caused by infection with Human Papillomavirus (HPV).They are contagious when in contact with the skin of an infected person.

Exactly what it is can be confirmed only after examination and biopsy.
