White boil on penis

I have a white boil-ish thing on the tip of my penis when I pull back my foreskin. I think I also have it under my foreskin on the vein-like thing. I only noticed this today. I've been have an itching sensation for the last couple of weeks and also has been red around my urethra. I don't know what it is, I had thought it would go away but apparently the presence of boils seems to indicate it got worse?

I am 16 years of age and would like to stress the fact that I have not had sex in any form or way, so STD doesn't seem to be the problem. I don't even masturbate. I haven't seen a doctor or told anyone about it. The last thing I want is for people to suspect that I've had sex with someone. But if it's necessary I will go and tell someone. But if there's any easy answer to this problem, I need. So someone help me?

MEDICAL PROFESSIONAL
Hello,
It can be due to a small irritated hair follicle or a cyst. Folliculitis starts when hair follicles are damaged by friction from clothing or blockage of the follicle. Apply warm compresses, Neosporin ointment and calamine lotion and avoid messing with it. You can take anti-inflammatory pain killers like ibuprofen or acetaminophen. If the lump persists then it will be best to get it evaluated from a dermatologist.

It is very difficult to precisely confirm a diagnosis without examination and investigations and the answer is based on the medical information provided. For exact diagnosis, you are requested to consult your doctor. I sincerely hope that helps. Take care and please do keep me posted on how you are doing.
