White spots and blisters when in sunlight

Last year I got a sunburn while boating on a lake during the morning. I didn't want my arms to peel and put aloe/cream on them so they didn't. I've gotten sunburns in the past that have gone away and I tan just fine, however this time when the sunburn went away, I ended up with white blotchy spots on my forearms that did not tan again.  

Now, whenever I'm out in the heat or sun (even w/ sunscreen) this skin raises into low red bumps that feel like they have fluid underneath and are tender, not to mention unsightly. They eventually go away, until I'm in the sun again.  Is there anyway a dermatologist can treat this to regain the pigmentation or at a way least prevent the irritation from heat/sunlight?
