Yes, if this is an allergic dermatitis which may be likely based on your post then your dermatologist may be able to give the right topical medications for this. The best way to prevent flares is to avoid any known triggers. Summer is the time of the year that you have to be more careful. Taking oral antihistamines and applying topical corticosteroids in the area may help.
No I have not been assessed by a dermatologist but was planning on it sometime this summer when work slows down a bit.

Yes this may be eczematous in nature and you have also noted that this seems to occur at a certain part of the year. This suggests that a particular trigger is present which could have contributed to the skin condition. I suggest that you have this assessed by a dermatologist. Eczema presents with redness and itchiness. The presence of the itchiness initiates an itch scratch cycle which may lead to excoriations in the area. Eczema is a chronic inflammatory condition and may persist or recur for quite some time. You may need to prevent all possible triggers if this is feasible.

P.S. Could this possibly be eczema? It seems pretty common and the symptoms seem to match but my irritants dont look NEAR as bad as the ones I've found on the web.
