burning sensation on scrotum

I am 23. When I woke up today the skin on my right scrotum was shriveled and there was a layer of dead skin on top of it.I took a shower and removed the dead skin now its better but the right scrotum skin still looks dryer The is also a slight burning sensation on the affected skin. I used anti-bacteria hand soap on my scrotum as deodorant and sometimes soap.  
Or maybe I have herpes I heard it causes a burning sensation.

Hi, I am a 23 year old male. Three days ago In Amsterdam, I had protected oral and penetrative sex with a sex worker. The condom did not split, I was careful when removing it and washed my hands thoroughly afterwards.

The following morning I felt a burning sensation in my scrotum along with it being really red and a little bit itchy. This hasn't changed at all over the last three days.

The clinic said it is too early to bother with tests but I've convinced myself it's an STD!!? What's your opinion?

This is only a irritant dermatitis and not herpes.Apply liquid paraffin.
