I understand the discomfort you must be feeling. Your tests have been negative and at this point we may safely assume this is not STD. However, superficial dermatitic skin conditions may present similarly and this may be due to dermatitis caused by the urine itself, external factors like cleansers and underwear material may present similarly.
I would suggest that you wash the area with a mild cleanser after urination. Use a mild cleanser such as Cetaphil. Try to use underpants of loose cotton material. This will help avoid further irritation. Cease using any topical creams or lotions at this point.
Anxiety would cause you to believe it's unusually red and burning.
But just so you know STD tests are not accurate, for at least three months, longer for herpes. So when someone tells you they were tested and they are safe, they could still be infected. The person they were with a few days prior could infect infect both of you.
