clusters of small bumps on foreskin

Hi, I been very concerned about crops of small bumps that have appeared in different location of my foreskin. I'm not circumsized and the only way to see them is when i stress my skin, and take a very close look. This i believed appear after i notice sort of a rash on my penis gland, i usually get these rashed from sweet, or if i wear humid clothes, I had sex a couple of days before the bumps appeared, the girl i had sex with got her self check up before and after we had sex and she seems to be clean. When i notice the rash i decided to use an antifungal cream which i ususally use to cure athletes foot, and as soon as i applied the cream  my foreskin started burning, so i started scratching it, and try to rince it with hot water. the itching went away slowly.

later on the week i decided to inspect the area because i was still feeling some itching specially if my foreskin was humid or sweaty. I noticed the bumps which look whitish, but they don't look anything like the pictures of genital warts i have seen online, i have searched pretty much everywhere. I decided to go to a dermatologist, he told me that they didn't look like warts,  i was kind of releaved, by i was still currious of what it could be. I also showed my personal doctor which also told me that they dont look like warts, that i could be glands that have some sort of reaction to something and are clogged. I also decided to visit a planned parenthood specialist, and they also told me the same thing, that they don;t look like warts, not to worry about it.

After almost three months have past since i first notice  the bumps, i decided to visit the dermatologist once again, the bumps have not changed in size , they seem to be crops of different numbers, they do itch once in a while, i been maintaining the area very clean, but when i pull my foreskin back it look kind of shiny or greasy. The dermatologist, told me once again that they don't look like warts, but just to be sure he prescribed me Aldara and told me to use it to see if that will do anything. I still didn;t get a sure answer of what it was.  So decided to go to a health deparment clinic and get fully tested and checked.

At the clinic i was tested for several STDs. and also i got checked once again by a speciallist. This person told me that they dont look like warts, that it could be some sort of glands that were clogged. I still have the bumps, the
itching seems to be when the area is humid,  and probably because i been very paranoid about it, and keep stretching the are to  take a look. I have also been using a antifungal cream given to me by my doctor, to clam the itching it does help but sometimes the itching is present.

MY question is, what can this possibly be?

Should i use Aldar if the doctor is not completelly sure?

What else can cause bumps and itching?
