Itching around the base of penis

It has been itching around the base of my penis and the sides of my testicles for some years now. This happens mostly in the nights and does not happen every day. I cannot see any kind of rashes, bumps or any spots and neither there is any change of color. The itching is really severe some times and it would last for about an hour. I am presently using a cream called Cosvate-GM (Clobetasol Proionate, Gentamicin and Miconazole Nitrate) after consulting with a skin specialist. When i apply this cream once, the itching goes away for a few days (5 to 6 days) and then it comes back again. This is only a kind of temporary relief to me. I would like to have a permanent cure to this condition.  I am not sure what causes this itching. Any help on this will be highly appreciated.

Thank you for your response. I appreciate that. As you suggested, I will consult a dermatologist and see what he says. I will post an update as and when it happens.

Hello,
Since you have been having this itching for so many years, it can be due to eczema and not due to fungal infection. Topical steroids can be applied but they are available under prescription. Moreover to prevent infection, topical antibiotics may be needed. I suggest you to consult a dermatologist and get it evaluated.

It is very difficult to precisely confirm a diagnosis without examination and investigations and the answer is based on the medical information provided.
