Some of this is probably hereditary.  Food allergies such as dairy sensitivity can play a role.  Inhalant allergies also.  They are called allergy shiners when it's allergies causing it.  

Do not rub your eyes as it can cause bruising of delicate tissues.  Caffeine has been found helpful.  Look for a topical eye cream that contains caffeine to use nightly.
