dryness around eye's, eyelid, face neck

I noticed my neice has dryness around her eye's, on her eye lid and on her neck and forehead, and lips. I don't see her often and so I never noticed this before. She said it happens like this when it get's cold out. What is this and is there anything that she can do about it over the counter, or take something to increase the moisture on her skin. Her eye's look like her chaped lips.

Thanks for any help, her family does not have much income right now so I wanted to see if anyone knew what this might be.

Hello,
It can be due to dry skin, seborrheic dermatitis or eczema skin. The mainstay of management is liberal use of moisturizers after washing with luke warm water. Soap should be used minimally. Moisturizers should be reapplied liberally during the day.You can also use a topical cortisone (steroid) cream or ointment. Adding a humidifier to the central heating system of your home or using a humidifier also helps.

If still the symptoms persist then other possibilities need to be ruled out.

I did not see this posted anywhere and just wanted to ask in addition, if taking vit. D ( by mouth), and using vit. E on the on the affected ares would help? Thanks
