eczema or psoriasis on penis

i have posted on here several times with this issue, as it is consistently changing.  im 23 and The over all texture of my penis has changed over the past year. it went form a smooth moist pale color. to a somewhat chalky and lightly pink color.  it is sometimes better and sometimes worse. but as soon as i have unprotected sex it flairs up and a few days after i get light pink dots ( 1 to 3 of them)  that appear, very small and then turn to a flaky dry surface that becomes slightly larger than the original manifestation. i saw a dermatologist on this matter and he told me that i need psychiatric help, as all he noted was slightly red skin. but i know how my penis used to look and i never had this issue. he prescribed me protopic, and i also have tried a weak steroid cream.  they can get the pink spots and flaky areas to disappear after a week or 2, but the rim of my glans (glands) and top of the glans (glands) remain slightly pinker than it was previously in life. i have tried everything, diet, using no soap, no sex for almost 8 months, fungal creams, diflucan, and the prescribed creams. NOTHING will make this go away. i have come to terms that it is either eczema or psoriasis. but i cant tell the difference. i haven o symptoms anywhere else on my body. and aside for my testicles getting itchy once and a while this does not make my penis itch at all. i have had a full STD check, and everything is normal. i just need to know if this is more likely eczema or psoriasis. and if it is psoriasis, due to the location would the biologic medications be a reasonable choice? because this has had a devastating effect on my sex life, and my will to live is growing smaller and smaller, i feel hopeless and suicidal and im usually an emotionally strong person, please give me your best guess. i have included a picture with the current areas effected circled in black.

Hello,
From the symptoms as earlier I had told, it looks like eczema. Psoriasis is a long-term (chronic) skin problem that causes skin cells to grow too quickly, resulting in thick, white, silvery, or red patches of skin. To confirm the diagnosis is suggest you to get a biopsy skin done because then only treatment can be planned once the diagnosis is confirmed.

It is very difficult to precisely confirm a diagnosis without examination and investigations and the answer is based on the medical information provided. For exact diagnosis, you are requested to consult your doctor. I sincerely hope that helps. Take care and please do keep me posted on how you are doing.
