Recurring red dot on upper lipline

After I experienced some extreme lip dryness some time ago (1-2 years) with flaking, I remained with a small red dot on the upper lip line.
It has no discharge, no crust, it does not tingle or burn, it is just a small red dot (that looks like a pimple without puss) that never really goes away, only diminishes in color but becomes again red from time to time but i can't figure out the reason...
What could this be?
