It's most probably an atopic eczema I've had the same issue. I've had no childhood history of the condition. It suddenly appeared when I was 21 year old. Getting rid of sugars, milk products, gluten containing cereals and adding more fats, greens, fermented foods into my diet helped to contain the reappearance of the eczema.
Oils that I've used to ease the itching were coconut oil and hemp seed oil.

The symptoms are suggestive of fungal infection or tinea cruris. The damp groin is an ideal site for fungi to multiply.
