is this really eczema?

one day i went to the nail shop and the nail tech soaked my fingers in some solution to take my acrylic nails off. After the visit I noticed that my the skin of my middle finger was a little irritated. I just wrote it off as my skin having a small reaction with whatever chemical they used.  Two months went by and the area on my finger just started to dry out but not redness nor did it cause pain or itch. About the 3rd month my palm started getting blisters and pealing, it did not hurt or itch still.  after that my finger and hand would have these phases of drynesses and i would get what looked and felt like papercuts on that one finger and on my hands and blisters.  These cause pain but don't itch.  I saw my primary doctor and she gave me clotramizole, that made it worse.  After that I went and saw a dermatologists, she did not take any history from me looked at my hand (which so happened to be when it just looked dry and there were not cuts and blisters) and diagnosed me with hand eczema.  she gave me a steroidal cream which does not help at all, I use cotton gloves under my regular gloves at work, and I've replaced my soap with cetaphil. not only does it not help it has spread to my other palm and under my nail of the finger where it began which is discolored and starting to shape funny. I have no history of this in my family whatsoever and it never goes away.  So my question is, is this really eczema? Is there something else I can do?
