Red rash on left side of my neck?

I had a little red rash on the left side of my neck about a month ago, then I used antihistaminic creams. It didn't bother me anymore.
Again I had circular rashes on the left side of my shoulder, and red side of my neck was totally red. i used oral antihistamines and and a cream with 1% corticosteroid.
After this, the patched have become lighter in color than my regular skin. (appear as white spots)
the patches are burning and itchy.
What can İ do at this point?
what could this all be about?

I haven't. It doesn't hurt or get red anymore. It is looking depigmented. I can't figure out why.

Have you tried polysporin or bacatricin ointment?  It could be bacterial.
