lots of drandruff in one eyebrow

Hi, since last spring I've been getting dandruff in my eyebrows. It's almost always in the left eyebrow. I went to see the doctor about this around May and he prescribed an alcohol based gel because he thought it was some kind of infection or fungus and that the gel would get rid of it. The gel just makes my skin ridiculously flaky where it wasn't flaky before so I only used it a few times and stopped.
I've included some photos in case it might help...
Using face soap makes it much worse and using a face moisturizer seems to help. Is this normal with age(i'm 23) or do I have some skin condition other than just dryness?

Alright I'll try the ketoconazole and see if that works.

This condition is likely to be a form of dandruff called 'seborrheic dermatitis'
Ketoconazole shampoo used on the scalp should be  be effective for this.(Not to be directly applied to eyebrows but when applied to head)
Do consult your doc.
