Redness on back of hands

Heya.

So, i've been having this problem for a while.
On the backs of both of my hands, i've got some pretty bad redness. It's not particularly sore, but can be uncomfortable and isn't very sightly. I really want to clear it up ASAP as i've got a walking expedition next week and, although it doesn't cause outright pain, it is an annoyance and can be irritating.

I first got something like this two years ago, but it cleared up fairly quickly. This time, it started in around October and is still sticking around. I went to the doctors last month and was given some betamethasone to put on, twice a day, for a week. It initially improved it, and I thought it would disappear, but it didn't clear it up and it came back after a few days, even when I was still applying the cream. I've also tried using aqueous cream, lotil, sudocrem, various beauty moisturisers and other emollients. None of them clear it. In desperation, recently I put a bit of Elecon (strong steroid) on it, and even that, which when i've used it before, has literally nuked any skin condition its touched (literally, when I put this stuff on bad skin, it's gone within a day), and the elecon didn't even do anything. I'm now trying hydrocortisone, but that doesn't appear to be working.

Please help!
