MEDICAL PROFESSIONAL
Hello,
The symptoms that you have described sound like balanoposthitis.

Keep the head of your penis and foreskin as clean as possible, and try not to use anything that might irritate the area, such as soap or detergent. Clean the area with a weak saline solution and Depending on what has caused balanitis, you may be prescribed either antifungal cream, antibiotics or a mild steroid cream.

It is very difficult to precisely confirm a diagnosis without examination and investigations and the answer is based on the medical information provided. For exact diagnosis, you are requested to consult your doctor. I sincerely hope that helps. Take care and please do keep me posted on how you are doing.

hello

Thanks for your reply , i have consulted again another doctor who confirmed the old diagnosis , he assured me that the skin is now healthy 100% and this could be from an old infection due to sexual intercourse few years back that left a permanent red scar on the skin although it is completely cured now

By the way , i have to admit that few years back i made Jelq session as i have  seen these exercises on the web , could this be a reason for this ?, could  this heart  the tissues of the penis under the skin ?
