penis rash

About three weeks ago I noticed one small round dot on the head of my penis, it was dry no discharge, but the top of the circle flaked off like dry skin or a light scab. when it flaked off it did not bleed or was not an open sore it was just red. The spot went away and then about a week ago I noticed it had come back. this time with more red shiny spots or rash around the  rim of the penis. It does not itch nor does it break open or look like there is any fluid in there anywhere. it does seem dry or rough at times and doesnt seem to go away. I have tried creams of cortizone doesnt seem to do anything. What does it sound like I have never had anything show up down there before and I am worried.

This sounds like mild irritation.  You may be aggravating it by examining it closely.  I suggest you leave it alone and continue applying 1 hydrocortisone twice a day for 10 days.  If it's still a problem then, please see a doctor about it.
