rash on penis

I have HSV-2.   About 3 months ago, I began to experience symptoms not typical of an outbreak, but I thought it was one anyways.  After sex the night before I woke up with a 1 cm red spot on 2 areas of the rim of my penis glans.   I stared taking famciclovir and have been taking 3 times a day for the last 3 months.  Those red spots are still defined but no longer red, they are a light pink, but I can still see them. The rash has now extended almost around the whole underside of the glans on the prepuce, but only toward the top of the prepuce.   It isn't slowly extending, its breaking out in new area about once every 2 weeks in the size of 1 cm by 1cm.  It has several looks to it, it went from looking shiny, to just pinker, to drying out and looking like it would flake.  The prepuce area in some areas looks like it has a small 2mm by 2mm crater in the middle of some of the spots.   I have a few small brown marks now in other places. The latest new area stared as a red/brown dry spot.  I have no open blisters and have had no blisters during this whole ideal.  No joint pain, no smell, no puss, no itching.  However, I can feel irritation when I walk and some days my penis aches from the inside.   I have tested negative for all STD's except HSV-2.  I have never tested for HPV.

My girlfriend is also complaining for the last 3 months of itching more than normal and says her skin is very dry.   She is itching toward the outside skin on the sides.  And has a small dry skin cut sometimes toward the top that hurts when she urinates.

I have seen the doctor and he said well it could be fungal, could be dermatitis, he didn't think it was HSV-2 because it doesn't look like this.  He basically had no idea and gave me hydrocortizone cream to try.   It doesn't seem to be helping, Ive been using it for 3 days and no change.

It looks like the skin is thinner in the area where the rash is.  I have abstained from sex for a few months and tried not to masterbate.  I'm worried that if I did that the area would rip or get small cuts because the skin is so thin in these spots.
