It can be due to contact dermatitis to the material of the condom but since your girlfriend had Chlamydia, so you need to get checked for that.Most men who have Chlamydia don’t show any symptoms and red burning rash can be due to that also.

hi, sorry i haven't updated. well i haven't gone for a test yet (stuborn) but since that post the rash hasn't come back, lifestyle hasn't changed and still cleaning with just water. is it possible to be allergic to a certain condom?

Without examination,confirmation of a diagnosis is tough but it can be contact dermatitis,rash due to friction rub, dermatitis (atopic, contact, allergic),excessive sweating causing sweat dermatitis or balanitis(due to an underlying infection (bacterial and fungal as well as other organisms) .
You may try calamine lotion on the rash.You should also maintain hygiene and try to keep the area clean and dry, wear loose-fitting cotton clothing. Also use an antibacterial soap or mild soap like dove.Avoid any kind of cosmetics.You can also use a barrier cream with zinc oxide paste or a mild steroid cream like dermacort on the rash. If therash is itchy,you can take some antihistaminic like benadryl or Claritin.
If the rash persists then it will be best to get it evaluated from a dermatologist.To rule out Chlamydia,pls get a urine and swab examination done.
