Red itchy reoccuring rash on penis shaft

I have a red rash which forms in the middle of my penis shaft every couple of months.  It itches severly but generally only when it is scratched.  the skin is normally inflammed with tiny redder dots at various places.  It usually lasts for like 8 days and comes every couple of months.  when the rash comes at the start it is small then become bigger, it is normally itchy at the start periods but then stops itching and becomes smooth to touch but still red. it appears to peel or flake before itching stops.  I dont think its herpes as i am 17 and had not had sexual intercourse or oral sex, also no blisters forms or pus only extremely small pin pric red dots approximately 3 in each 'outbreak' surrounded by rash.  can genital herpes develop from kissing?
do you have any idea what this rash is?
is there any chance of it being herpes?

You might just have sensitive skin down there.  It is actually quite common.  Buy yourself a penis health creme containing Vitamin A and E and you should feel some relief within a few days.  These are made for guys and help with the very issue you described above.  Good luck.

MEDICAL PROFESSIONAL
Hi,

This red rash may be a case of fungal infection. Fungal or yeast infections may favor areas like the groin and other warm and moist areas in the body. Yeast infections are not necessarily sexually transmitted. Direct skin to skin contact may aid its transmission. I suggest that you avoid unnecessarily touching the area as this may only further irritate the skin. Another differential is a dermatitis. Would you be able to point out known triggers for the condition? Is the area itchy?

Avoid any intimate contact until you have this assessed by your physician.
