Yes it could be because of the irritation to the baby powder. Use the cream prescribed by your GP and keep the area clean and apply some topical antiseptics. Also wear loose-fitting cotton clothing and use an antibacterial soap or mild soap like dove. Avoid any kind of cosmetics.
If the bumps turn into blister sort of painful bumps, then get a second option from another dermatologist.

I went to the doctor and got it checked. He said it was foliculitis. It is getting better but not totally after the ten days of cefelexin and a topical treatment called bactroban i think. He gave me 4 more days of the oral antibiotic. I waited a few days to start using the medicine because i thought it was going away and i was just using baby powder and triple antibiotic ointment. It irritated it and made it itch. could this just be irritation from the dry skin caused by th baby powder?

Without examination, confirmation of a diagnosis is tough but it can be contact dermatitis, rash due to friction rub, folliculitis, cysts ,molluscum contagiosum(multiple, small, dome-shaped papules, often with a central depression or plug) or warts(caused by HPV infection).
Apply warm compresses, Neosporin ointment and calamine lotion and avoid messing with it. You can take anti-inflammatory pain killers like ibuprofen or acetaminophen. If the lumps persist then it will be best to get it evaluated from a dermatologist.
