tiny bumps on penis, on each follicle

I have recently noticed tiny bumps on my penis at the base of pretty much every hair follicle.  Ive had these bumps on my scrotum for as long as can remember, but never on the shaft of my penis or not that Ive noticed.  

They are flesh coloured and dont appear to be filled with any puss.
Every bump has a hair growing out of it. They seem to appear more numerous after masturbation.  

Any thoughts of what this may be.

hello..i dont know if i had the same problem. months now, but i had these bumps started on the right side of the ring of my penis head, i dont know if there bumps, there just a bit shiny and blob looking but small, and i went to a doc and he told me this was normal, and tested me for gonnahrea, and chylmedia and the test came neg... a while after, they started to appear on the head. tiny little bumps, they dont hurt, or anything. i just think about it all the time and it bothers me. and it feels like they are spreading from the bottom of my head to the "v" shaped part of the penis.yet there just shiny. and it also seems like there is a few on the shaft. and a bit of dry skin, i got a opointment on the 11th. with a dermatologist. just trying to get an idea of what i am dealing with....its not looking like wart like looks from "ppp" just tiny shiny bumps...does this seem normal. ps. my gf got checked and she has no problems. please help out...thanks you.

Yes.  They are cysts.  They belong there and mean nothing.  They may have become more prominent, or maybe you just noticed them.  Show your doctor next time you go, for confirmation.
