tropical itch

I was living on an island in the caribbean off the coast of Panama for a few years.. just before returning to the states I noticed a couple of tiny red dots on my ankle.. they started to itch and over the past two months have spread all over. I've tried cortizone cream which seemed to be helping a little but now it's no longer really doing anything. The itch is terrible especially at night. I don't have any other symptoms. any ideas?

Not uncommonly does one find Scabies without typical burrowing,the atypical ones present just with papules and itching.

wouldn't scabies leave tell tale signs such as "trails" under my skin? and i don't have any signs or symptoms between my fingers or toes or in skin folds. it's just super itchy red spots on my legs, arms, back etc. how do i stop the itching?

Since about 2 months have passed, rather than thinking  of seabather's eruption or a seaweed eruption I would rather think of 'scabies', especially due to non-responsiveness of topical steroids, and the presence of nocturnal pruritus,
