I cannot confirm anything without examination but it can be telengiectasia. Please elaborate more on the symptoms and description so that a diagnosis can be made.
They are small dilated blood vessels present under the skin especially on the face. It can be due to environmental changes, skin trauma, overuse of steroids, acne rosacea or venous hypertension.

I have a skin condition on both sides of my nose and a skin condition on my upper thighs. Please look at my pictures on my profile and let me know if you have any idea what it may be. I've had both skin conditions for over a year. I'd just like to know if there's anything I can attempt (like home remedies) before I see a dermatologist. What's holding me back from seeing a dermatologist is that even if they can tell me what it is, a lot of the treatments probably aren't covered my insurance. So, I'd just like to know if there's anythings I can try on my own.

I suggest you to consult a dermatologist and get it evaluated. Sclerotherapy is the standard treatment and telangiectasias on the face are often treated with laser. It is very difficult to precisely confirm a diagnosis without examination and investigations and the answer is based on the medical information provided.
