wrinkled red raised irritation on the underside of penis

about a month ago i shaved my entire pubic region and got bad razor burn on the base of my penis that was very itchy. i then had protected sex with a girl that i had never had sex with before and it was dark so i didn't really get a good look at her vagina to see if anything was wrong with it. i guess from having sex made the razor burn itch a lot more the next day and i scratched the underside of my penis a lot and in my sleep too i believe. the next day it burned and itched very very bad and an area that was smaller than the size of dime on my penis was raised and red and wrinkled (it looked like when your hands get wrinkled from being in water too long but red) the skin around it was kind of shiny. i put cordozone and itch relief lotions on it for about 3 weeks and it fluctuated on how bad it got but never got as bad as the first day. it also got really dry at times and skin would flake off of it. i have not had sex or masturbated since it has happened because i'm afraid of irritating it more and i've also stayed away from doing active things that might cause it to chafe. it slowly went away and the itching lessoned, and yesterday it looked completely healthy. since it seemed to be fine today i took my bike for a ride and got very sweaty. when i got in the shower i noticed a very small raised red spot had showed up again in the same spot on the underside of my penis. the only STD that it shows resemblance to is maybe hpv? but most sites i looked at said hpv doesnt itch, and that it takes a week for symptoms to show up. mine showed almost less than a day after, and it never spread at all it only stays in that one spot. some type of fungus maybe? i can't find any pictures on the internet that really look like it. somebody please help me! i'm thinking about scheduling an appointment with a dermatologist.

i am circumcised. it has not affected the head of my penis. it's on the underside of the shaft right where the hair stops growing. theres a little bit of redness around it too. is balanitis easily curable? i looked at pictures of it on google and i see that most cases affect the head of the penis but there was a couple that didn't. who do i go to to get a microscopic evaluation?

MEDICAL PROFESSIONAL
Hi.

This sounds like a fungal infection or dermatitis.

As this is related to your case, may I ask if you are circumcised?

This may be a case of balanitis. However, the itchiness and the bump appeared beneath the shaft and not on the glans or the head of the penis. Is this correct?

A fungal infection and a dermatitis are the more common skin conditions which may affect the genitals. It is important however, to differentiate the two. A microscopic evaluation of skin scrapings from the area may be able to help. You may need topical corticosteroids for this. Do not apply any creams or lotions in the area and avoid sexual activity until this has fully resolved.
