My sister has a yorkie and is thinking about breeding it with teacup yorkie like those found on teacupyorkiedogs.com is this drooling problem genetic or is it just a simple health issue that can arise in any yorkie?

Most of the time when a dog drools, it is caused by nausea and or pain. See your vet.

Have you tried looking in her mouth and down her throat to see if anything is stuck?  Is it possible she is teething?  I don't know if puppies drool like kids do when they are teething, but she is the right age for it.  I would give your vet a call and see what he says.
