Thanks so much,all of you who posted a comment, all were very good. Our dogs died during the fall and winter and did not know this about our neighbor until this summer and the other neighbor told us about it. I'm sure our good neighbor would testify but would not want to get involved. Guess it is just something and someone to watch, he has a shady few friends, that I wouldn't want to make mad. Sounds like we live in a bad neighborhood but it is truly not,rural area, if this fellow would get out all the others would be relieved. We do miss our dogs and wish it wouldn't have happened, but we have good memories of them. Will certainly watch the others.
I am so terribly sorry to hear of the loss of your dogs, and also about this cruelty and deliberate poisoning of two healthy dogs. It is a heinous crime, and deserves proper justice.
I cannot tell you what to do but would recommend you go to the police, as you have witnesses who heard this man admit to the crime. If he did it to your dogs, he is likely to do it to other dogs.

I know its not going to bring back ur dear ones but atleast he wont be able to do this again to any other innocent animals...I dont believe in *** for tat but in this case i hope and pray something aweful happens to ur neighbor!!!! You can look up the symptoms on line. They will usually occur within 30 minutes of ingestion and are usually not reversible. Could cause nausea, vomiting, diarrhea, seizures, coma, etc.
If I even suspected anyone of doing that, you can bet I would be on the to Animal Control or the Police. The problem would be proving it. First step would be to have the Vet do testing to confirm that. Second step would be to see if the other neighbors would give statements saying the idiot admitted it and charges Colbert be brought. Your neighbors better be worried this might happen to their animals! That is horrible! I strongly suggest, if you get any other animals to keep them safely on your property.
I can't give you any specific agency, but I think anyone intentionally poisining dogs (pets) is guilty of violating the law. It may provide only fines, but from what you say it sounds like your neighbor should be charged.
Thought, contact your local ASPCA or other animal protection agency, they may have an answer. Something should be done.
