Tumor on dogs spine

Hi,

My friends have a dog that has had radiation on a tumor on his spine, THe is paralized on his hind legs so he cannot get up.  He is really not responding and is still in hospital after close to almost three weeks, laying on his side, the techs move him every four hours but just wondering is he suffering.  They just cannot put him down even though the vet said they need to make a decision by this Friday.
I am having so much anxiety over this, thinking about him laying there like that, if there is any vets out there please help!!  Is this wrong?
