You may not be familiar with the West Highland White Terrier (Westie), I wasn't. This breed is prone to skin problems due to allergies to just about anything, including most things dogs eat, especially chicken, beef and most grains. Ours is very sensitive.
One thing that occurs to me on his licking and chewing on his feet to such a destructive extent that may be due to he toenails being too long.
His nails have been trimmed by the groomer, about 4 months ago, but it looks like they need some work again. I'm still trying and have had some success with a dremel sanding drum - and with a nipper on his nails. These were beginning to curl and I think the groomer missed them.
You can put nearly any of his favorite treats in the kong. Peanut butter is just an example. You could also put chicken, cheese, steak, pepperoni, etc in it. Giving him a little bit of peanut buttered toast won't hurt him. I use buttered toast all the time to train my dog.
Yes, I've heard of the kong, but I wonder about giving him peanut butter, he has food allergies (common in the Westie breed I understand). I can try some to see if he even likes it - but I suppose I shouldn't give it to him on a piece of bread (wheat).
He is missing several chewing teeth, but can he can eat dry kibble (I usually put a splash of hot water on it). I purchased a bag of 10 2" raw hide chews, he worked on one of them for about 15 minutes and he either ate it or hid it, I can't find it and he didn't take it outside. This is a product by Harts and claims to be a dental chew, and is nothing but raw hide. I may dab a bit of peanut butter on one of those chew treats to see if he likes it even better.
Have you tried giving him a raw marrow bone? They are very good for their teeth and apparently pretty tasty. Just make sure it's big enough so that he can't choke on it. Cooked bones can splinter so make sure it's raw.
When I need to give my doodle something to chew on indoors I fill a kong up with his favorite treat (usually peanut butter) and let him go at it. The kong is definitely a great chew toy.

In our case the need is complicated by the fact our dog is very picky about what he eats. That's not to say he likes only healthy food, but he is nonetheless very selective.
