When a pet even a human is not eating and is throwing up as much as Your dog is, it is in need of medical assistance.
Apart from the fact he could have a serious illness he is still not eating and is throwing up everytime he is consuming water.
He has a high risk of not only being ill from whatever is causing this but by becoming dehydrated due to lack of water and becoming lethargic. He needs to be taken to a vet as soon as possible.
He could also be carrying canine parvovirus which is fatal for him.

Has he had all of his vaccinations? Also has he had any other symptoms.Sometimes if they get parvo they vomit and  appear really weak and have diarrhea with a really foul smell. You need to try to keep fluids in him as much as you can where he dont get dehydrated. You probably need to call your vet and tell them what is going on and see what they think you need to do to make sure that he is fine.Good luck.I hope he gets to feeling better soon.Take care and keep us posted.God Bless

Your dog needs a vet checkup soon, without fluids staying in him he will become dehydrated very fast and could die.

How long has this been going on? There could be several different reasons he is sick and some could be very serious. He needs to be seen by a vet as soon as possible.
