jaws locked

my three month old puppy is throwing up foamy type substance an his jaws are completly locked and has had dramatic weightloss in the past twenty four hours

There is no way you can get an answer in this forum for this poor puppy.

Get to an Emergency Clinic NOW, while your puppy still has a fighting chance!  We cannot help you here.....Your guy is depending on YOU for his needs! Do not wait any longer!!!!!! He will be dead by morning without intervention......
