I'm betting he has a cleft palate as well. In brachycephalic breeds like bulldogs cleft palates are even more common than in other breeds. They CAN be repaired surgically. I am really surprised that your vet didn't check for this or even mention it as a possibility.

This is important. You need to speak to your vet again, and/or get a second opinion -and quickly.
It sounds as if your puppy may have a cleft palate.
It needs immediate attention as not only can the pup not feed properly and may starve, but is at risk of complications such as Aspiration Pneumonia.
If it IS this condition, you will have to carefully nurse and tube feed her for a few weeks, until she is strong and fit enough for corrective surgery.
