I would take up the carpets as well, before he sees them as pee pads ;-)
When training a puppy you have to take them out often and praise them when the pee outside. And when inside, if you are out for a few hrs or working you need to confine then to maybe an area in the kitchen that you block off and keep newspapers down. If you are working and the puppy had to be home for hrs and gets used to going on the paper, then if eventually that is where he will run to if he has to unexpectedly pee while loose in the house while you are home.
The main thing is a puppy cannot roam free in the house at that age,,, not only because of peeing but you don't want him to get into something where he could get hurt or to chew a wire or something. Sometimes people think there house is "puppy proof," but they are like little kids and will always find something.
I am not one for keeping them in cages /kennels that is why I had mentioned blocking off a small area in the kitchen with newspaper while you run errands. I know for some the cage they feel is best, and maybe it is. I just have a problem with thinking about a dog or puppy locked up like that.
