Oh my goodness! That is a negative experience. Some treatment, particularly anibiotics (or antibiotic eye drops) is needed here -apart from a referral to an eye specialist. I can see why a referral is a good option....but your vet should really have prescribed something to stem the infection!
Not all vets are stupid....but it sounds like your vet leaves something to be desired. Could you get another vet in your town or area to look at your dog?

He needs some help from the vet. I'm sorry I missed your question before, it's been hours and hours since you posted, I know.
It's difficult when you don't have a car, but surely there is another way to get him to the vet? A ride from a friend or neighbour? A bus? I don't know...try to find a way.

I hope by now you took him to the vet, to get them to take a look at his eye. This could be an infection, either of the eye itself, or of the "inner eyelid"
Let's hope it's good news, and the vet gave you some medicine for him...?
Please do post back to update us if you get the chance.
