narrow base penis.

I am 26yrs old man and single.I have a narrow penis at the base other part is normal.My erection was weaker 2months back but now it is much stronger than before because of doing kegel and jelqing exercise.But penis is not stay long time(3-4sec) in full erect position due to thin base.This thin base is may be due to overmasterbation and faulty sleeping position.So what can i do to increase my penis girth at the base?
