Why does a piece of poop always get stuck after I have a bowel movement?

This has been an ongoing issue for a couple of years now and I don't know why it started happening. I have this problem where I have a bowel movement, and it seems like everything is out, but then I go to wipe, and it's like wiping a marker! There's always a small piece of poo stuck up there hanging that refuses to be "pinched off." I'll ending up using so much toilet paper wiping over and over again and trying to grab it with messy results. I almost always have to use moist wipes now when I go to the bathroom because it's always so messy! As a side note, I do suffer from hemorrhoids. I lived with them for a long time not knowing what the problem was, and finally one day I told my primary care doctor and he diagnosed me. It's gotten better from using ointments and stuff and I rarely ever bleed from them anymore, but they've never really gone away and still cause me discomfort. I'm not sure if the two are related, but I know I had hemorrhoids long before the hanging poo issue started.
