6.5 and 9 week neg, what are the chances

I know there is a lot of debate on the window period..

how accurate is a 6.5 and 9 week ELisa (Hiv 1+2)?
if I am tested -ve during this, what are the chances of staying -ve after 13 weeks?

A Single time Vaginal exposure with an Escort for 15 min ( may be condom broke)

Rarely and unlikey, yes i agree. But not always.
You say your condom maybe broke, and i assume for the worst that your condom did broke, in this scenario the 9 weeks negative test is encouraging but not conclusive that's why I can't say for sure but still like i said before the chances are way on your favour.
But if you are sure and certain that your condom didn't broke and used properly. Then I will say that your 13 weeks will undoubtedly negative.
Goodluck!
