Was I at risk?

To whom can give me some direction.
-I had protected sexual intercourse around July 14th with a person of unknown hiv status.
During this time I had a open burn on the base of my penis and a cut from trimming.
I was concerned that when taking the condom off, some fluid may have gotten onto it.
I went for a Full Std test at my local public health clinic a week after my incident.  All the results were negative. Even for Hiv.
However, I was told to retest for Hiv closer to 3 months after the ''exposure''. Which I understand due to window period.
I went and had a Antibody test done at 10 weeks after exposure. The result was negative.
My questions are: Do I need to have another test done at 3 months to get a conclusive result?
Or is the 10 week Antibody test enough for my particular situation?
Was my particular exposure cause for great concern?
Any input would be greatly appreciated.

Thanks for the details Teak.
So if there was Hiv in the secretions, it would have been destroyed when the air hit it? Making sure I understand.

HIV is unable to reproduce outside its living host (unlike many bacteria or fungi, which may do so under suitable conditions), except under laboratory conditions, therefore, it does not spread or maintain infectiousness outside its host.

Ok thank you. Can you possibly tell me how there was no risk if my skin was broken and came in contact with vaginal fluids?
All input is appreciated.
